This happened to me and what I found is that the download was corrupted since when booting it showwed errors and got locked up. Try downloading the .iso again this might help.
Also you should press F12 key at dell logo to go to boot menu and then select to boot from cd, if it shows splash screen it's loading ok. hope it helps
