xps 13 shift + insert only in FN mode

Hello,

Just got new 9370, using linux.

in gui apps shift + insert does nothing and in konsole it inserts ";2~" instead of text from buffer.

however it starts working fine once I switch to FN mode, but at this point F buttons switch to secondary (multimedia) mode.

This was different on previous xps 13, shift + insert worked at same mode when F buttons were active (their primary functions)

Does anyone have idea how to fix this ?
