Dell announced a few months ago, that the coupons, and weekly promotions will begin to end within a 12 to 18 month period, and a new price structure will be in place.  Some of that is now showing up in the Business section.  Normally Dell will have weekly deals starting in the US on Thursdays.  The land down under I heard started on Mondays. 
 
New price structure in my opinion would be a slight decrease in cost on a daily basis, instead of seeing some very good deals once in a while.  Just my opinion.  Have not seen great deals lately, and wish there was another one.  Twice a year, I have seen a 30 to 35 % off, but that was some time ago..

Aside from the already excellent response from SR45....
 
Dell has a very sophisticated inventory system for new and previously owned computers.
 
Promotions will likely reduce inventory where needed and create interest in slower moving new stock much like the automobile manufacturers do with dealerships. A modest discount paired with free shipping is an excellent promotion.
 
I seriously doubt that you will see any outrageous events like in the past.
 
I would like to see the coupons available for parts and accessories. Time will tell how that part of the business will be handled.

So, the deals will be different tomorrow (Thursday the 11th) than they are today?  If so, is there any way, based on past experience, to know if the notebook deals will be better tomorrow than today?
 
Also, what about Home versus Small Business deals ... historically, which is better?

Typically the Home (computer) and Business (computer) deals are about the same but differ per model as not to compete with each other. Think of the Precision as the XPS of the Optiplex line.
Same holds true for the Portable division.
 
Yes, tomorrow should prove a better deal than today in the USA. For how much longer....?
 
One more possibility that was not discussed is a partnership deal. See if the company you work for has a partnership affiliation with Dell. It is always worth the extra points.

Another option is to go to the Dell outlet website, which typically gets very good reviews here.
