The blue circle on the cursor indicates that data is being read off the hard drive or that the processor is busy. It is very common after booting as the hard drive is being read often to load the desktop and starting software. Even after the system loads you can see the icon change that way depending on the amount of software running in the background and what programs you are accessing.
If you are concerned if there is something wrong with the system I certainly suggest running diagnostics. Just start the notebook while tapping F12 and choose diagnostics. When those are completed you can boot to Windows and try the online diagnostics. Please reply back here if you receive any error messages. For more on diagnostics please check out the following link.
