When you reinstalled the operating system, did you install the Dell System Software(if applicable) and the chipset drivers first? If not, the rest of the drivers will fail to install. How to Download and Install Drivers in the Correct Order
Start with the Dell System Software and the chipset drivers and follow the list.
Since the system worked fine (incl connecting to the internet ) for about 3 weeks after the OS was installed, is it likely that there is some other problem causing the current problem?
Since I cannot connect to the internet on the 700m how do I download and install the software you have linked to
I did not do the OS install myself- I would not know how.
If that does not work, make and model of your computer and operating system, 32-bit or 64-bit? Most XP systems are 32-bit? If XP, what service pack is installed? What type of security are you using in your wireless router?

Thank you for you advice.
A few questions:

Try How can I disable wireless configuration services and enable the Windows XP Wireless Zero Configuration services
If that does not work, try WinSock XP Fix
If that does not work, make and model of your computer and operating system, 32-bit or 64-bit? Most XP systems are 32-bit? If XP, what service pack is installed? What type of security are you using in your wireless router?
What virus program and firewall are you using?

I did both but no joy.
Have a Dell Inspiron 700m laptop 32 bit running newly installed Win XP Prof SP2
I use free AVG and no firewall.
My wireless security is WPA-SK and TKIP
I have a Belkin router which I have been using for a couple of years.
Another Dell laptop (640m) and a Macbook Pro are connecting without any problem.
I have the same "unable to find certificate" message when I try to use the 700m at my office.
Any more suggestions?

Sajeev,
Some Belkin routers have problems with WPA Security. They have problems between WPA-PSK(TKIP) Security(Personal) and WPA-AES
Try WEP Security or No Security and see if you can connect.
