You really do not want to set the resolution higher than its optimal resolution. The reason is that it can possibly harm the monitor. Preset modes are what you see when you change display settings and a different refresh rate is set automatically.
Thanks for your response Dell-Jesse! In the monitor guide they say that the optimal resolution is 1024*768 which is far to low for a 19" monitor. So I use 1280*960, which seems to work fine. If a 19" monitor is hurt by a higher resolution than 1024*768 it is a very bad monitor in my opinion.
Btw, my question was more focused about the refresh rate. What does the specification: "Vertical scan range 48 Hz to 170 Hz (automatic)" mean. Can you have as high as 170 Hz in refresh rate?

The 170 Hz in refresh rate would only be for the very lowest resolution the monitor supports.
Control Panel --->display--->advanced tab---monitor tab
check the hide modes that this monitor cannot display will only allow you to select the modes that are safe for the monitor....yea you can FORCE higher refresh rates but don't complain if it burns up...
for my 19" monitor at 1024*768 I can get 100 Hz tops but your mileage may vary....
if you choose a higher resolution, your refresh rate choices will drop, its a tradeoff.
Of course you do have the very latest drivers for your monitor...
If you're using the generic Windows drivers all bets are off
