U3223QE, two PCs PIP?
I have two PC and one MacBook. Can I display two PCs or one PC + one MacBook concurrently on U3223QE without using DDM (Dell Display Manager)?

The U3223QE has three video IN ports for three PC = HDMI/DisplayPort/USB-C
Yes, the Menu PIP/PBP allows up to two video sources. See the online U3223QE User's Guide pages 64/65/66.

May I wish to know that PiP/PbP function could be used without installation of the Dell Display manager or other Dell software, please?
One of my PC is provided by my boss, so I cannot install any other software on my boss PC, thus I wish to know whether the above PC (from my boss) could use PiP / PbP function, together with my MacBook

The Menu PIP/PBP is "outside" of the DDM software. So you should be able to use the Menu by itself.
