Disconnect all external peripherals except for monitor, mouse, and keyboard. Especially Bluetooth dongles can have a habit of interfering with BIOS updates for some reason.
Also, test or replace the size 2032 CMOS battery. Then perform using the blue jumper method: How to Reset Your Dell BIOS or CMOS & Clear NVRAM
Not sure why BIOS would need recovery unless it got corrupted somehow or if it's related to a bad battery.
