I have been trying this as well for 2 days, I put the update on usb flashdrive and I do go through the normal way of updating the bios, It does the same thing and just resets the pc normally, I tried going from A08 to A09, didn't work. not sure if this would help, but try reset CMOs jumper on motherboard and replace CMOs battery with new one. Then try to flash bios if you still want it. What was the compelling reason behind your need to update bios? It better be absolutely necessary. Flashing bios has a small but real risk inherently.
the reason to updating bios is that there is a problem I am having, Every 30 minutes my pc powers off as if it crashes, After going through all the necessary troubleshooting to find the root cause my last option is to do a BIOS update, If this doesn't fix it I will buy a new motherboard. I tested the PSU and it's fine, I changed thermal paste on cpu and checked and tested temps it was all fine. I reseated the memory modules and i did take out the CMOS battery and put it back in but did not replace it. Someone said there might be a timer making it go off every 30 minutes... I have went and read a bunch of forum posts to try find a solution..
I didn't brick it, I am using my PC still as we speak, It will just go off every 30 minutes, But when I go into sleep mode after 29 minutes before it shuts off, The 30 minute timer is reset and I wait 29 minutes again before going in and out of sleep. Only way to function for now
In that case you should really try reset CMOs jumper and replace with a new $1-2 CMOs battery. A normal working CMOs should allow it be erased and rewritten during flash. Your bios failed to flash which could be due to CMOs corruption. The solution is not to flash it to another version but to reset it. You would not gain any benefit but only risk if you flash bios to different version. The nonvolatile ROM of your current bios version may have nothing to do with your issue (the newer version fixes bugs irrelevant to your current issue). It may be the setting in your current bios that got corrupted.
also, if you disconnect hdd and just let pc powered on to POST and find “no bootable device”, does it still shut down by itself after 30 min? If yes sounds like power management setting is wrong. Again reset may help.
so if i disconnect the hdd that has windows on it and power it on like that and sit in bios for 30 mins? Will it also work the same if i just go into BIOS menu without taking out the hdd and sit there for 30 minutes? Or is there still a connection to the hdd that might be part of the issue? Because that's what I did and I sat in bios for 30 minutes and it will still shut down.
I have a Dell Latitude E6540 laptop. It was on BIOS version A21 when I bought it.
Then I downloaded the version A22 file from Dell's website and successfully updated the BIOS. Now I again want to update the BIOS. But version A23 is not available, instead, they have A24, and the latest one is A27. Also, now they have removed version A22 from their list, I don't know why.
I tried updating from A22 to A24, also from A22 to A27, but nothing worked. My laptop normally restarts into Windows instead of going to Dell's update screen. Same problem if I use a USB Drive and choose BIOS Flash Update from the F12 screen.
I also tried downgrading to A21 from A22 (as A21 is still there in their version list) but faced the same problem.

it still sounds like bios setting of power management is bad. Again I suggest reset CMOs jumper and replace with new CMOs battery.

You should always update bios in DOS using bootable usb (Dell method for example https://www.dell.com/support/kbdoc/en-us/000145519/how-to-create-a-bootable-usb-flash-drive-using-dell-diagnostic-deployment-package-dddp). Also good idea not to update across huge gap in versions. Do not jump from A09 to A28.
Dell support lists the following optiplex 7010 bios version (no mention of A08?)

Have Bios Batterie changed. Old 3,01V new 3,20 Volt. After then Bios, update worked.
