You will need to be more specific about what you want to upgrade. Memory and storage can be upgraded.
If you want to upgrade to a system that fully supports Windows 11, that answer is no -- there's no CPU you can use in this system that supports the requirements of Windows 11.

These use standard ATX power supplies (unlike most newer OptiPlex systems) so as long as you find one that physically fits the system, you can upgrade to a non-Dell ATX power supply.
