Dell Optiplex 7050 Mid Tower wont work with xfx rx6400 low profile (53w)

Hey, i just got an optiplex 7050 (i7 7700, 16 gb ram, NVME boot drive, 240w psu) and rx6400. It works normally with integrated and no gpu installed. However, when i turn it on (gpu installed), it stops very early in boot sequence, by flashing the dell logo and quickly the display dissapears but the computer remains on. I have looked at the forums and disabled secure boot and enabled legacy boot roms, etc.

Does anybody have any suggestions?

I think you should consider the card defective and return it for a replacement.  it does not pass quality exam.

First try replacing the size 2032 CMOS battery and do a BIOS reset.

try test the card in another desktop pc that has a high power psu.

also try clear cmos and replace cmos battery w a new one.

XFX 6400 is validated in 7050

those problems have all stopped after testing, but i keep having a problem where if i restart or shutdown, even under the same circumstances, it will sometimes just not boot and hang on the dell logo, or  give no display. But other times, it works perfectly. What should i do?  If you dont have an answer, its fine because its very specific.

I've got a 7050 mt with an i7-7700 16GB ram, 512 gb  nvme ssd, 240w psu, and a new xfx rx6400 low profile. It will not start unless turned on at the exact same time as my monitor, and if it isn't, it will stop early in boot and give me no signal. I can't even get to the bios or other boot options. Before I got the 6400 and was using the apu, this didn't happen. I've already turned off secure boot and enabled legacy boot roms, (it didn't change anything)and i have all drivers up to date and no warnings or uninstalled necessary drivers in device manager, and did a cmos drain/reset. Anyway, I think there may be an issue with the gpu requiring too much power or something. Does anybody have any answers or possible solutions?
