Optiplex 3060 SFF - Login Screens Flash Twice, Erratic Mouse

Problems:
1) Dell Logo flashes twice on boot (did for ages)
2) Windows sign in flashes twice on boot (did for ages)
3) Mouse cursor jumps up when scrolling downward
(from about two months ago)
Done so far:
1) Swapped mouse and changed connection to different USB2.0 port
2) Ran full Dell Diagnostics
3) Ran Passmark Memtest86
4) Did clean install of Windows 11
5) Tried various Internet suggestions for supposedly fixing
mouse scrolling probem
6) Flashed Dell BIOS
7) Etc., Etc.
No errors found and nothing improved.
Can anyone help, please?

An erratic mouse scroll wheel usually happens when dust builds up in the sensor or the internal metal contacts wear out over time.
test the mouse on another pc. If erratic on another pc, it is the mouse.
replace the mouse is easiest option

Re: 1) Dell Logo flashes twice on boot, Google AI says:
"If your PC flashes the Dell logo, goes black briefly, flashes the logo again, and then successfully loads Windows, this is completely normal behavior"
The erratic mouse scroll wheel behaviour started after one of the recent Windows 11 updates.
Anyway, I will fix it eventually.

Unplug PC. Press power button for a few seconds to drain any residual power. Remove size 2032 CMOS battery for 10-15 min. Replace with new battery or test old one. Bad batteries affect BIOS and therefore PC operation.

Many thanks for your help.
I changed the CMOS battery one moth ago, so that isn't the problem.
The original Micron RAM is over ten years old so I am replacing it with 2 x Hynix 8GB PC4-21300 RAM Module HMA81GU6CJR8N-VK.
If the motherboard is the problem, can you kindly tell me which of these two options I need ?

HWINFO says mine is DELL 04Y8V0, Intel H370 (Cannon Lake-H) chipset.

It's the MB for $139.99. The other one is for the pictured micro. MB's are much cheaper off of ebay.
Did you try a BIOS reset via the blue jumper method?

I need to make sure - do you have the SFF or the micro? You mentioned SDRAM RAM.

1. PC is Dell Optiplex 3060 SFF
2. Re the motherboard. I would NEVER buy a motherboard from e-bay. About three years ago I bought one for a Dell Vostro Core i5. The one I received was for Core i3 and totally useless.
Safer to buy from Dell if you can.
However, this is a moot point because I don't know if Dell USA will ship to Japan.
Trying to fix this PC is as time consuming and frustrating as fixing the engibe warning lamp on our Toyota and stopping cockroached entering our home...

I doubt this is helpful...
If the flashing happens before Windows loads, it is most likely BIOS, RAM, video output, or motherboard-related.
If it only happens at the login screen, suspect graphics driver, USB input device issues, or a corrupted profile/startup item.
If both the flash and mouse issue happen together, I would strongly suspect unstable USB power, a bad front USB board, or a marginal motherboard/PSU.
