Hello, I've got an OptiPlex 3060 Micro that will not start past the Dell startup screen. I have tried power cycling and no dice. I have run diagnostics on it and nothing wrong was found. The problem is that I am unable to start Windows Recovery Environment, and the one time boot screen is missing the option to repair your PC. Please help.
