Can I use the following command to see if server has a dedicated iDRAC port?

# omreport chassis remoteaccess config=nic

seems to return "Dedicated" on server with Dedicated port and LOM1/LOM2 on server with shared port.

Just a question: with shared port, can I poweron a server even if totally powered down and still able to access BIOS/Lifecycle Controller etc etc during the POST phase and using a remote ISO file as boot-cd ?

That will list what the port configuration for the iDRAC is set to. An iDRAC with an enterprise license and port can still be set to shared.

If you review the manual for the iDRAC you have it should have a section listing the feature difference between the versions. Several of the features you listed are enterprise only. An enterprise enabled iDRAC is capable of all of the actions you listed over the shared LOM. The shared LOM operates in a low power mode to allow network connections to the iDRAC even when the server is powered off, so you can turn it on when using shared LOM.

Based on my network topology, having a dedicated port is better, as I have a dedicated network for IPMI/OutOfBand management

With no dedicated port, I have to create multiple VLANs over the public network and I would like to avoid this, if possible.
