We recommend the below troubleshooting steps which may resolve the issue
Power Drain
Power the server down.
Disconnect the server from all power cables, Network cables.
Hold down the power button continuously for at least 10 seconds.
Insert power cables and network cables back into the system.
Wait about 2 minutes before powering on the server to give the iDRAC time to initialize.
Power the system on.
Minimum configuration to POST
I see that you have tried the Min POST component, please confirm that only the below mentioned componentsremained in the system and others removed ( Including mouse and keyboard)
One processor (CPU) in socket processor 1
One memory module (DIMM) in socket A1
Right control panel with cable
One power supply unit
System board
If all the above steps fail to revive the server, the only option left for us is to replace the motherboard.

Below are the issues which go with the LED codes.
1 1 0 0 0 0 0> System is in power-up state S3
0 0 1 1 1 0 0> System is in power-down state S28

Hi, i have a similar issue, could you help me identifying the motherboard status led?
Patterns I see: (1 - ON, 0 - Off, B - Blinking)
DS0 DS1 DS2 DS3 DS4 DS5 DS6
