Dell Precision T7500 does not start
Hello community!
A friend has a Dell Precision T7500 and recently cleaned it. After this, the PC, when turned on, stays in the routine system after the video starts and does not start windows. It does not let me enter the SETUP or the boot menu. I don't know what to do anymore, I took it apart and put it back together but it's still the same. I attach the screenshot.
I hope you can help me. Thank you very much!

Just curious, did you check all the cable connections especially those to the drives? Also run diagnostics (tap F12 immediately at boot). Make sure all the power cables and data cables are properly secured.

I'll double check the cables just in case. Pressing F12 sends me to the "Boot Device Menu" but when I want to choose a boot, the pc freezes.

Did you arrow down to diagnostics and run it?

Yes. But the system fails. And the screen freezes.

I noticed from your screengrab you have 3 HDD's or SSD's plugged in. If this isn't a RAID setup, try it with 1 boot drive plugged in.

Short summary: Doesn't start Windows. Can't access Boot Menu or BIOS. System freezes if try to run diagnostics.
I don't know from here if something shorted on the MB or not when it was being cleaned or what.
There is one last ditch cheap effort - Replace the size 2032 CMOS battery if it's 5+ years old. That's going to reset BIOS and CMOS. Leave the old battery out for 10 min.
If that doesn't work, the MB may be toast.
