Replacement processor i7-7700 (non K) in Dell Precision T3420 doens't reach Turbo Frequency

I recently replaced the Xeon 1240v5 for a i7-7700 in my Precision T3420 and the new processor doesn't reach the maximum boost speed of 4.20Ghz.  It won't get past 3.90Ghz. It looks like the multiplier is stuck at 39x (see attached screenshots of CPU-Z). In the Bios Intel Turbo Boost, Speedstep, All cores and C states are enabled. What could be wrong? What could I have missed?

Any tips/pointers are welcome and appreciated

Max turbo frequency requires disabling all but one CPU core -- have you done that?

No I didn't, but did try a single core bench test in CPU-Z and still not exceeding 3.90Ghz. Haven't disabled cores in the Bios.

Did saw this online:

With information on the processors from other users. It states that the Xeon has the following Processor Turbo ratios:

1 Active Core 39.0 x
2 Active Cores 39.0 x
3 Active Cores 38.0 x
4 Active Cores 37.0 x

And the i7-7700

1 Active Core 42.0 x
2 Active Cores 41.0 x
3 Active Cores 41.0 x
4 Active Cores 40.0 x
If I check in HWInfo63 and hover over Turbo in green in the middle left it states the following:
As if the motherboard is still using the values of the Xeon while the i7 is installed! Very weird. I saw this earlier and removed the cmos battery for a while. Same values remained. Just a few moments ago I cleared the BIOS with the CMCLR jumper but to no avail.
Shouldn't HWInfo64 see Turbo Max as 4200.0 Mhz now? Even if that's single core off course?

And his (or her) multiplier in GPU-Z is (8-42) as I think it should be, but why isn't mine??

Solved! Pfffff...

Did a reset of the BIOS via the interface (default and factory settings.. just to be sure..) and finally the Turbo Max is showing as 4200Mhz.

Should have done that in the first place...

@JOH73​ , I went through a similar experience upgrading a CPU.  Similar resolution as yours - and took me a while to figure it out.  But in my case Turbo wasn't fully implemented in BIOS - used ThrottleStop to partially compensate.

Thanks for posting.  I use HWiNFO all the time, but was unaware that hovering over Turbo would show current Turbo configuration (#cores and multiplier).  Learned something new there.

Also, ThrottleStop screenshot you posted seems to allow configuring per core count Turbo configuration, which also is new to me.  I'll have to re-visit latest ThrottleStop.
