Curious Precision 5530/WD19TB issue - lost connections to peripherals connected to dock

I have a Precision 5530 (i9/32GB) that I initially had issues with getting both Dell S2421HN monitors connected via the Dell dock. I resolved the issue by relegating the two 24 inch monitors to my other office and buying a couple of 27 inch monitors. 

Everything was working nicely for a few years until I tried to wake the 5530 yesterday - and nothing happened. Opening the lid fired up the two monitors (all with the same image), but the Logi keyboard and mouse (both connected as usual with a Logi Bolt dongle to the dock) were inoperative. Plugging the dongle directly into the 5530 got the keyboard/mouse back and closing the lid got the monitors back to normal. The other peripherals plugged in to the dock (Jabra 750 speakerphone, Poly Voyager Focus 2 headset and WD external drive) worked nicely - so the 5530 clearly recognized the dock.

Aha - the dock has an issue, so I go over to the other office (with the 24 inch monitors, WD19TB dock also, same Voyager headset, a Jabra 810 speakerphone, WD HD and the same Logi keyboard/mouse with Bolt dongle)

Alas, here, the monitors are recognized but nothing else - no mouse, headset, speakerphone and the hard drive doesn't show up - but the monitors work fine and I'm typing this with the Bolt dongle plugged into the 5530.

My XPS13 and Latitude 7440 all work fine with either dock and both recognize all of the peripherals plugged into the dock - but the 5530 balks.

I know the 5530 is old, but up until yesterday everything worked nicely.

5530 lost access to peripherals connected to dock

The only recent software changes was the Online Service Experience Pack — Windows.Settings.Account — version 4.0.683.0 that apparently was installed two days ago.

 Yes, I've made sure that there are no missing drivers, device manager doesn't show any obvious errors and Support Assist shows that all is well (not that that is definitive)

Plugging the mouse dongle into the 5530 isn't the end of the world, but it shows that there is some sort of issue.

I just reset a 2017 XPS13 (i7 8gB) to give to the kids and even that recognized the keyboard connect to the dock during the reset process. The odd thing is that 5530 worked fine until yesterday.

Any ideas? I'm stumped.

And I'm going to answer my (apparently same) question again - how quickly we forget.

I just applied my old solution from the XPS to the 5530 and I can use the Bolt attached to the WD19TB, the WD hard drive works and the speakerphone lights up - I haven't tried the headset yet.

Everything seems back to normal, but what caused this overnight failure? Gremlins didn't enter my office, go into BIOS and make changes. And why did the peripherals other than the keyboard work on the one dock?

this is even more of a mystery now.
