Stymied by Dell 3300 Wireless Printer Adapter

When I try to configure the Dell 3300 Printer Adapter (with USB cable between 3300 and laptop) get an error message that the setup wizard can't communicate with the adapter. What is particularly odd is that all three indicator lights (power, USB status, and wireless status) on the 3300 are ON all the time, even when there is no USB cable connected. I've seen this symptom mentioned in one other posting but no answers anywhere as to what it means or how to fix it. The adapter is about six months old and was working before set up on another system.

 

My current setup is HP8510p laptop running XP Professional on a home LAN using a D-Link 655 router. I want to attach a Dell 962 All-in-One to the 3300 so that it can be shared by several computers on the network.
