I have had same problem with my office computers - Windows 10 & 11's The problem is with an older scheduling program that works great - networked on all the computers. Unfortunately, the company that was Microsoft approved is no longer in business, but we want to keep using it. We started getting this "administrator block" message. Tried all the usual "run as an administrator" suggestions but nothing worked. Finally came up with the answer.

1. Type "CMD" at start box - for the command mode. Do NOT hit enter. Choose "run as an administrator" on the right side. A new command window will open.

2. Using standard commands, locate the file folder holding the blocked app. If you have difficulty finding the location, the initial "blocked by administrator" message shows the path to the blocked app.

3. When finding the correct file location, choose that folder & hit enter [NOTE: IT DIDN'T WORK FOR ME TO HIT ENTER AT THIS POINT. I HAD TO TYPE THE NAME OF THE EXECUTABLE FILE FIRST.]

4. Type very carefully the exact name of the executable file. Then hit enter. It should load now in separate window.

Also see comments in Jaxwelder's 12-Jun-2024 "Media Suite 12" Disc That Came With Dell External DW316 Not Installing about CyberLink's Media Suite 12 (released July 2014) versus the latest CyberLink Media Suite 16.  The CyberLink Media Suite 12 system requirements posted at https://www.cyberlink.com/support-center/faq/content?id=17569 only list Win XP SP3 to Win 8.x as compatible operating systems.

FOUND THE SOLUTION! REAL EASY........AND A PLEASANT SURPRISE!
Before I get into the solution, I would like to vent here a bit as I want Dell to see it before I respond to their survey asking me a bunch of stupid, yakaputz questions that nobody cares about.
I've been buying Dell desktops for years, but their reputation and their integrity has gone completely in the toilet. This is satire:
  • I buy one from their 3680 Precision, with all the specs I wanted, but leaving out the optical drive. Confirming my old one wouldn't fit into the bay, I reached out to Dell for the internal optical drive, but was told they don't do that. That didn't make sense as there was an optical drive bay as well as a power and data connector on the inside.  Their solution is to get an external USB one.
  • I got the very one they recommended, the Dell DW316 which came with Media Suite 12, but I didn't get it on Dell's site, but at a major national retailer for less than half the price. When you attempt to install the software, I got the same message everyone else got about an administrative block. After trying everything that Dell stated, including pointing the finger at Cyberlink, and Cyberlink pointing right back, it was to no avail. Their suggestion: install Media Suite Essentials, which is a much newer, but basic version of  Media Suite 12. I don't find that acceptable.
It's bad enough that Dell couldn't do the obvious, and sell me an internal drive. What really gives me pause is, if you're going to bundle a piece of hardware with a software, that you couldn't have one of many, many employees spend ten minutes to test them together before production. 
The solution: Revo Uninstaller Pro. I've been using the Free Basic version for many, many years to much success. You'll need the Pro version, but you get a full-functioning 30 day trial version. This is the only thing I've found to work for this particular problem.
And the surprise, you'll be installing Media Suite 16, not Media Suite 12. Apparently, these disks were printed with the wrong label at production.

...The solution: Revo Uninstaller Pro. I've been using the Free Basic version for many, many years to much success. You'll need the Pro version, but you get a full-functioning 30 day trial version. This is the only thing I've found to work for this particular problem.
And the surprise, you'll be installing Media Suite 16, not Media Suite 12. Apparently, these disks were printed with the wrong label at production.

What is your Windows OS (please include the version and OS build number), and could you provide further details about your solution?  For example, what program did you uninstall with the 30-day trial of Revo Uninstaller Pro, and afterwards did you use the same Setup.exe installer for Media Suite 12 (released 2014) that came with your external Dell DW316 optical drive?

I'm not clear what program would have to be uninstalled by Revo Uninstaller in order to allow that old Setup.exe file to run to completion and install the newer Media Suite 16 on your Precision 3680 desktop.

I'm beginning to wonder now if the Memory Integrity feature that protects your computer from running older low-level drivers (or some other built-in Windows security feature) is contributing to the CyberLink Media Suite installation problem.  The MS support article Core Isolation notes that Memory Integrity is on by default in Win 11 and can be turned on in Win 10.  On my own Win 10 v22H2 machine the setting at Settings | Update &  Security | Windows Security | Device Security | Core Isolation | Core Isolation Details | Memory Integrity is DISABLED by default.  I can't test myself because I've never tried to install an old version of CyberLink's Media Suite.

NOTE:  You can also find this setting by searching for "Core Isolation" from your taskbar.

I'm using Windows 11 Pro, Build:26100.2605. The solution is simple:

1) Download and install Revo Uninstaller Pro. You'll get a full-functioning trial version for 30 days. The Pro version has installation features; the Basic version does not.

2) Install the Media Suite 12 disk thru Revo Uninstaller Pro. It should install.

When all is said and done, to your surprise, you will have installed a Newer version: Media Suite 16. They printed the wrong label on the disks before production. That's pretty yakaputz stupid on the part of Dell.

Hi Common Sense1:

Do you mean you ran the Setup.exe file on the Media Suite 12 installation disk with Revo Uninstaller Pro?  If this is a small stub installer (download manager) that manages the entire download and installation of required files (i.e., rather than a full offline installer that bundles every file required for the installation) then perhaps it just detected your OS  and automatically downloaded a newer Media Suite 16 application.
