1. We are setting up SCG and will connect it to VxRail. We do not want Dell to have the ability to connect to the system automatically without our approval. Do we need to set up a Policy Manager in addition to this? Or is it the case that Dell cannot automatically connect when we configure it to use SCG?

Yes, there is an option in in the SCG UI under Settings à Telemetry Settings à Customer & device data privacy
