Uninstall Win 10 update...?
If you recently updated Win 10 and started noticing your mouse and games are acting abnormally, you are not alone.
Microsoft confirmed the problem in release notes for update KB4482887 and it's working on another update to fix the issues.
In the meantime, the company is advising affected users to uninstall the botched KB4482887 update to reverse the effects.
If you plan to uninstall the update, manually set a System Restore point before uninstalling it to be safe. Or maybe wait until tomorrow, March's Update Tuesday, 3-12-19, to see if they replace that update automatically...

It's about time MS learned from some of their mistakes...
Do we know when this rollback feature will be enabled and if it will apply to KB4482887, which they've advised users to uninstall if it's causing problems?

The new Windows Update KB4489899 is supposed to fix the performance issues caused by KB4482887. But it doesn't fix the audio failure caused by KB4482887:
"Machines that have multiple audio devices, applications that provide advanced options for internal or external audio output devices may stop working unexpectedly. This issue occurs for users that select an audio output device different from the “Default Audio Device”.
It can affect RealTek Audio which is used on some Dell PC models...

Windows 10 will automatically uninstall Windows updates that cause startup failures due to incompatibility or issues in new software according to a support document published by Microsoft today.
