Call Dell support. Upon verification of ownership and payment for a support call, they will unlock the system for you.

If this is a system you purchased used, contact the seller for the password. If they can't provide it, return the notebook for a refund. Otherwise, add the cost of a system board to the purchase, as you'll need to replace that.

Disconnect the computer from the power supply, open the bottom cover and remove the BIOS battery and the battery. Press the power button 3-4 times without connecting any of them, after the process is completed, connect the BIOS battery and turn on the computer. Your password will be reset.
