Windows Update Fails (error code 0x80070002) Problem
It all started a few days ago when I tried to download and install the latest Windows update (2022-07 Cumulative update to Windows 10 version 21H2 for X64 systems (KB5015807). (I have version 10.0.19044 build 19044).
Windows Updater said “Your device is missing important security and quality fixes” and it referred to error code 0x80070002]. My last successful cumulative update was for June, installed on 6/14/2022. My last successful update was the 2022-07 .NET 6.0.7 Update for X64 Client (KB5016405) on 7/12/2022.
I noticed other anomalies. For instance, pressing the Windows key + period key failed to open the emoji keyboard. When I ran Dell SupportAssist, it said that an update (to SupportAssist) is available, but was unable to install it (“Please reboot your PC and try again.” I have done this repeatedly. My current version is 3.10.4. It runs just fine, but didn’t detect any hardware errors, but did download some BIOS and driver updates.)
I ran System File Checker, which found a variety of problems related to package 31bf3856ad364e35, and referred to error code 0x800f0831. When I looked up that error code, Microsoft’s solution is to:
1. Go to Microsoft Update Catalog.
2. In the Search box, enter the package ID of the .
3. Download the package and then install it.
4. Reinstall the .
I did that, but found nothing.
I tried the solutions given at https://www.drivereasy.com/knowledge/fixed-error-code-0x80070002-windows-update/#Method2. The only solution that produced any results was running the Windows Update troubleshooter, which said it found and fixed some problems:

But the problem persists.
Other things I’ve tried that failed:
- Restoring my computer from a full system backup (Acronis Cyber Protect Home Office)
- Running the various Dell SupportAssist tools, including StartUp Repair and the various system reset options (reinstall the latest version of Windows via the internet—it said I’m not connected to the internet, although I was; restore to factory settings while saving my files and settings—it said I need to connect an external drive with sufficient (I had, but it failed to detect it); reinstall to factory settings without saving my files and settings).
- Reinstall Windows using a Windows installation disk.
[Note: I tried these things over a period of several days, before I realized this was going to be such a problem, so I don’t have detailed notes about the specific error messages received.]
This problem appears to go back several years, but I have yet to find a workable solution. Can anyone here help me resolve this?

We're running Windows 11, and have put off the July update pending resolution of known issues with July update KB5015814, which I think may be the equivalent of your KB5015807, but while researching, came across this which might help:

I've tried fixes 1-6, to no avail. A notable result is that when I opened optional features to disable .NET, the optional features list was empty. I don't know what to make of that. I can give you a more detailed rundown of the results of fixes 1-6, but I don't want to overload you with the details unless you really want to see them.
I'm now on Fix 7. I've manually download the update, but it's too late to mess with it tonight. Tomorrow is another day.

Hi Terry
Is the Windows Modules Installer service running? This might explain why you have no Optional features showing.
Another way you might get optional features to re-appear is creating a new Administrator account.
Are you experiencing any other adverse symptoms on the device that might help pin-point the issue?

As far as the update is concerned, the only other thing I can think of is waiting for the August cumulative update, and seeing if that will install.
Otherwise, it does seem like at this point you've already exhausted the (very limited) things I can think of besides the dreaded - for me, at least - Windows Reset.

Thank you for responding again. I tried the things suggested in that link, but none worked. I rebooted into safe mode to see whether any of the problems went away, but they didn't. I tried recovering my computer using a different backup, but that failed as well.
I decided to hold off trying to install the update from the downloaded file in favor of contacting Dell support directly. If there's one thing I've learned from years of computing, it's that "You can make it worse."
Then, I decided to try doing a system reset one more time, using SupportAssist, even though it didn't work last time I tried it. I discovered a few fine-print settings that I hadn't noticed before. I set them, and the reset seems to be proceeding. It's a lengthy process, so I won't no whether it worked until morning. If it fails, I'll call Support.

The saga (i.e., nightmare) continues. Windows successfully reset and updated, but I can't recover my system from any of my backups, which is something I will have to take up with Acronis. HOWEVER, I also haven't been able to get the system to boot from an external DVD drive (the Vostro has no internal DVD drive). I press any key to boot from the DVD, but it just continues its merry way and boots into Windows. I don't know whether this is a Dell issue or a Windows one, but it's sure getting annoying. Things that used to be really simple are now complex and problematical. I blame that on Microbloat.

I've been receiving this error for over two weeks, with no solution in sight : someone at Dell should contact Microsoft to handle this situation since its inevitably not self correcting especially with all the solution suggestions posted (with appreciation) . Please, some one help us with this ,
