Have you accessed the BIOS to make sure that TPM is in fact enabled? Are you trying to install Windows 11? If so then be aware that the 3180 does not meet MS system requirements for Windows 11 however if you go to this YouTube page it clearly describes how to bypass the system requirement settings and install Windows 11 successfully.
