I just wanted to confirm that the Installer Cleanup fixed the problem. I ran it and removed one program that I had the Install CD for and then re-installed that program, and it fixed the whole problem.
Just as some info, I think the request for an installation is if you delete MSI files in C:\WINDOWS\Installer
I used delete files in this folder because they were 'wasting space,' but then found out that some heavyweight programs were asking for the installer source (nnnooo!). So now I don't delete anything from there. I just set the folder's attributes to Compressed (haha).

I think you need to run "The Windows Installer CleanUp Utility"
