@User98 We need to know exact PC model and version of Windows. Do you mean Inspiron 20 3064?
Do you know what update(s) were installed?
For starters, power off and unplug adapter from rear of PC and then from the wall outlet. Press/hold PC's power button for ~30 sec. Reconnect power adapter to rear of PC. Plug adapter into the wall and see if it boots now...
If it still wants a password, just leave it completely blank and press Enter.

we didn't install a new motherboard.
The computer did a automatic update and then since the update it's been asking for system or administrator password.
