Help and support missing!

Every so often a messege pops up saying something about the virtual mamory being low. It says to open the help an suppost feature, but when i go to do that it say the help and support cannot open because the system service is not running. Does anyone know what could have happened to the help and support service.

Go to  Control Panel/Administrative Tools/Services      when the window opens up stretch it out so you can see it better, now scroll down and look for Help and Support, now double click it and set the "startup type" to automatic  and then hit the Start button, Hit OK see if this fixes it.

I am having a similar problem. From the recovery CDs delivered with the new systems, going to Help and Support, then clicking on related topics is not working, i.e. shows nothing. Support in Europe tell me I have to buy new operating systems and support in US refers me back to Europe.
What can I do?

Do you mean Dell Help and Support Center?  Open My Computer, then press F1.  Help and Support Center should start.

It is the Windows XP SP2 recovery CD received with my new PC.
And it is the Windows Help and support center:
by clicking on related topics, nothing happens, just the little icon "notes" repeats itself.
And, I did not find a solution at Kellys.
