Is there a mode to switch in and out of in order to load nonDell apps?

I've read about a "Mode" that needs to switched "In" and "Out" of in order to load apps not from the "Microsoft" store. Sorry about this being so vauge, I don't recall, that's why I am asking. Does the new Dell XPS 15 machine have this same issue?
