My issue isn't just related to Outlook, it also happens with my print driver (see attached screenshot) and also some applications that I run with RDS when connecting to my office remotely.
If you look at the screenshots below all the icons are missing on the lower left side of the print driver and also the paper sizer drop down box hasnt been sized properly.

Some programs don't respect scaling. Adobe stuff for instance.
Mind Windows have two text scaling adjustments, there is a Custom scaling level buried in advanced settings
