Hello @bobcmil , to update BIOS for your XPS 8930, I suggest to download the latest BIOS onto a FAT32 formatted USB and run update from one time boot menu, F12.

Go to this link for your system drivers  https://www.dell.com/support/product-details/en-us/product/xps-8930-desktop/drivers, click on the BIOS link to see this page:

From there, you can click on Download.EXE, or simply click on my link to download.  Then follow the installation instruction below:

Updating the BIOS from BIOS Boot Menu (independent of operating system)

Note 1: Before updating the BIOS, ensure that you suspend BitLocker encryption on a BitLocker-enabled system. If BitLocker is not enabled on your system, you can ignore this step. For information about how to disable BitLocker, see How to Enable or Disable BitLocker with TPM in Windows at support.dell.com.
Note 2: Do not turn off the power or interrupt the BIOS update process during the update.
Note 3: Your system requires a restart after installing the BIOS. The restart can be deferred but must be completed to ensure that the update is installed.

Installation
1. Copy the downloaded file to a USB drive. You do not need a bootable USB drive.
2. Insert the USB drive into any USB port.
3. Power on the system.
4. At the DELL logo screen, press F12 to access the one-time boot menu.
5. Select BIOS Flash Update in the Other Options section.
6. Click the ... button to browse the USB drive to locate the downloaded file.
7. Select the file and click OK.
8. Verify the existing system BIOS information and the BIOS update information.
9. Click Begin Flash Update.
10. Review the Warning message and click Yes to proceed with the update.
The system restarts and displays a Flash Progress bar at the Dell logo screen. The system restarts again when the Flash update is complete.

Important Information

Well, thanks for your help so far, folks.  I did SOMETHING that the BIOS didn't like and wound up almost killing the machine.  SECURE BOOT VIOLATION - INVALID SIGNATURE DETECTED.  No matter what I did after that in the setup window, I couldn't fix it, so I took it "a guy" I know.  It's back.  (Sigh of relief)

BUT... I can't seem to get to the other BIOS versions listed above.  I go to the Dell Drivers page, and BIOS 1.1.31 comes up.  (Also in Windows "Optional" updates. Thanks for nothing.)  No matter where I go, I can't find 1.1.28 or 1.1.30.  Only 1.1.31. And I don't want to jump the gun installing that one before the others.  I even used the LINKS provided by Anne_Droid above.  HELP?

P.S.  The original concern, the notification re the Certificate Expiration, is GONE.

@anne_droid​ I'M BAAAAACK.  All done.  Thank you all for your help.  I'm up to date with the BIOS updates.

The WEIRD thing is I can't respond to these posts on WIN Edge.  I get a HTTP SERVER ERROR.  So I'm using good ol' Chrome.  What a pain.

Funny, sometimes on my phone I get the 500 Server Error in Chrome and switch to Edge and it works.  They're working on it.

@anne_droid​ Well folks... Something else has come up.  I am loathe to start another thread, what with some many smart people already following my issues.  Everything seems to be working correctly, BUT now I have only 4 mbps UPLOAD SPEED.  It is always been around 40 mbps.  (Download is ridiculously fast.) I have tried updating the Killer E2400 Gigabit Eth Controller, but that hasn't helps.  Does anyone have any ideas what happened?  My TWO other Dell PCs are running fine.  I didn't notice this until I tried uploading a video to my Google drive, and it took forever.

I have a cable running to the router.  I don't use WiFi on this computer.​

Well, gang. I fixed it.  I uninstalled the Killer Ethernet Performance Suite, whatever that does, and my upload speed is fine now.

I have an XPS 8930 and am getting the same warning. All of these solutions are WAY beyond my capabilities to understand what I can do to fix the problem. My BIOS is 1.1.26 and it seems to be dated 9/23/22.

So yeah, try to be careful or you will get the dreaded red-box. This is SecureBoot in action.

Sometimes the computer just turns-off and will not turn-on again until you CMOS reset it.

For any changes in BIOS to Keys or Certificates, just methodically follow the directions.
