XPS 15 9530, brand new Vengeance 64GB (32GBx2) not working

I have bought :
Vengeance SODIMM DDR5 64GB (2x32GB) 4800MHz CMSX64GX5M2A4800C40
To upgrade a Dell XPS 15 9530 that based on Dell specification manual uses DDR5, it has to slots with maximum memory of 64GB in two modules and frequencies at 4800 and 5600 MHz (where 5600MHz will be downgraded to 4800MHz if used).
The laptop seems that does not accept the memories. We have no Post and the led of the laptop blinks in pattern (2 Amber - 5 White ) which indicates incompatible memory installation. The memory is compatible with the specifications of Dell.
Also Corsair implies in the their for that Dell has locked out third-party DRAM upgrades in the Laptops. Is this true? Is there a lock mechanism or setup and can it be changed?

There are third party modules that will work. This one has pretty aggressive memory timing that means it likely never will. It's designed for gaming systems with the provision for adjusting memory timing your XPS does not have.
You can try resetting the system (with the battery disconnected from the mainboard and the system unplugged, hold the power button for 30 sec. Install the new memory and see what happens. If the memory error flash occurs, there are options in tested-compatible memory -- Crucial and Kingston have configurators for selecting tested compatible RAM. I do not think Corsair does, but their more "mainstream" memory may also work -- gaming RAM won't.

Why Dell does not say anything in the manuals about specific brands? Even with battery disconnect and holding the power button for 30sec the memory does not work.

No manufacturer can possibly test all memory modules. You need to return the memory you have and purchase compatible RAM -- it would be better to do so from a manufacturer that guarantees compatibility next time.
You can also purchase RAM direct from Dell, but that's generally more expensive.

@ejn63 Where we are dell does not sell DDR5 . Second there are not too many memory manufacturers and not too many memories to be tested. As Crucial does also the manufacture can test. From the point of view of memory manufacturer the laptops and the companies are too many from the perspective of the laptop manufacture the memory companies are a fee.

While I agree there aren't many actual DRAM manufacturer, there are dozens of manufacturers of memory modules, which is the part that needs to be tested.
And thought there are similarly well over a dozen notebook suppliers, there are actually single digit numbers of actual notebook manufacturers -- and just two of them make more than half of all notebooks, regardless of the name on the outside of the system.
