Dell Promo eGift Card not received

I ordered a video game back on Sept 26th. It was during a perfect storm of "eGift card" promotions in which the game came with one egift card for $25, and another egift card for $15. I got the game, waited the 10-20 days, and received one of the two gift cards via email (the $25 one). However, the other one for $15 never arrived.

I've tried calling into Dell customer support, and tried using the online chat, but each time I sat on hold for hours and didn't get through to anyone. Can someone from Dell Customer Care investigate this for me and help me to receive that missing $15 egift card for this purchase? Thank you.
