After you get the dll error are you able to log on to windows? If yes, you could try and download the missing dll file from any third party website. (ex Else please try logging into safe mode by continuously pressing F8 on start up.

You could also try last known good configuration from the advanced menu on boot-up by pressing F8 continuously.
