Run the Dell diagnostics on the hard drive (or SSD) - it looks like the drive is bad.  If you see a failure code beginning with 2000-0142 or similar, the drive is bad.  It's up to you whether to accept a repair (replacement drive) or ask for a replacement system (which you can do for the first 30 days after the system ships).

To get to the diagnostics, F12 at powerup.
