According to Microsoft that error code relates to either encrypted or external files, or that the account that is attempting to install the driver doesn't have the rights needed to install.
It looks like you're trying to install a driver for a Dell 1704 wireless card, Windows 8.1 version. Is that correct? If so, here is a link to version Version 22.214.171.124, A03 of that driver. It is slightly newer than the 126.96.36.199 version.
If I am incorrect about what driver you're trying to install please let me know. Check that you have administrative rights on that system, and also try the newer driver and see if that installs.
