It's a case of you can't please everyone. We tried forcing users to home directories and folks who wanted to use Swift customers complained (apparently loudly).
You can still open up the Swift directories to other protocols. It's just that the path for Swift is set. Swift isn't AZ aware, so it's off of the root /ifs. That may get tweaked if/when AZ support comes to Swift.
