dell XPS 13, 2in1, 9310 stuck on dell logo

Hello;

my dell xps 13 tablet 2 in 1 with 4k tactil screen model 9310 is totally stuck at dell logo 

when i try to enter bios with F2 diagnostic with F9 or boot menu with F12, the loading bar appear and stay stuck on the middle nothing else append.

i tried to restore bios with the latest .rcv file from dell support site, press Ctrl and Esc when connecting the ac power cable and restored the bios. the operation finished with succes but after the reboot i still have the same problem

the problem appeared after a partition resize from windows and with niubi partition tools

i want to recover my file and save my laptop that cost me a lot of money
