VMware vSphere on DPCの構成について教えてください。

VMware vSphere on Dell Private Cloud v1.4 Pre-Deployment Guideを確認すると、必要なソフトウェアコンポーネントとして、以下のリストが記載されていますが、VMwareのソフトウェアとしては、vCenterとESXiしか記載されていません。VVF 9.1ではVCF OperationsとLicense Serverも必須と認識していますが、VMware vSphere on Dell Private Cloudのマニュアル見る限り、VCF OperationsとLicense Serverはどこにも触れられていないように見えるのですが、これらはインストールされないのでしょうか？
