Fans are spinning for no reasen

Since a couple of months my fans are spinning really hard for no reason. As you can see the tempreture is 2 degreees (celcicus), still my fan spins at 100%. Using the fusion tab to custimize fan control also doesn't help. I ran hardware tests in support assist and no problems are found.
