Windows 2008 R2 SP1 - VPN IKEv2 Reconnect feature fails after service pack install



Issue:

After installing Windows 2008R2 Service Pack 1, VPN error '13683 - invalid situation' occurs when attempting to initiate IKEv2 VPN reconnect to an existing VPN session


Solution:

Apply Microsoft Hotfix 2686821 to restore IKEv2 VPN Reconnect functionality:

IPsec connection that uses IKEv2 tunnel mode fails on a computer that is running Windows 7 or Windows Server 2008 R2

Additional Information:

Installing Windows Server 2008 R2 service Pack 1, and specifically Microsoft Hotfix 2248145, system file ikeext.dll changes to discontinue the reconnect functionality of IKEv2 VPNs.

Microsoft Support initially declared this to be a remedy to a service vulnerability. After thorough testing, Microsoft Escalation Engineering determined that the problem was, in fact, a code bug. Microsoft released Hotfix 2686921 to correct the issue.
