You can check the battery health by using the battery health meter. Some Dell portables feature a charge indicator on the battery. In the case that the battery health meter indicates adverse health of the battery, you can order a new one online or by calling Dell sales. But if the battery is healthy, you can check the power rating of the adaptor connected.
If the adaptor you have has a lower power rating than what is required, it will show an error message when you boot. Please switch to the adaptor shipped with your portable. You can try reseating the battery to see if that fixes the issue. Make sure your power source is a good one.
