Cause
This issue is caused by a boot-time PCIe enumeration timing condition involving Intel X710 network adapters.
When network cables or SFPs are connected, the NIC begins link initialization early during system startup.
This early link activity can interfere with how system firmware detects PCIe devices.
As a result, the system may incorrectly identify NIC ports or fail to detect them properly.
The operating system then loads using this incorrect hardware information.
This behavior occurs before the OS and networking services are fully initialized and is not related to cabling, switches, or standard hardware failure.
Resolution
Currently, a permanent fix is not yet available. Engineering is working on a solution.
Workaround
Use the following steps to ensure proper NIC detection:
Disconnect all network cables (or disable switch ports connected to the system).
Perform a full power cycle of the system:
Power off the system.
Remove power cables and wait at least 2 minutes.
Reconnect power and power on the system.
Allow the operating system to fully boot.
Verify that all expected network interfaces are correctly detected.
Reconnect network cables (or reenable switch ports).
Confirm that all interfaces come online and function normally.
Additional Information
Hardware replacement (including motherboard, CPU, or NIC components) may not resolve the issue.
The issue is timing-related and may not occur consistently across all systems.
Some environments with similar configurations may not experience this problem.
This workaround is required on each reboot until a permanent fix is available.
