PN579X Active Pens top button inoperable in Chrome OS
The Dell Premium Active Pen features flexible, multi-protocol compatibility with select Dell 2-in-1 notebooks with a Windows Ink compatible display. The pen’s multi-mode controller can be used across all protocol platforms - MPP 1.51 (Microsoft Pen Protocol), Wacom AES 1.0 and the latest Wacom AES 2.0 technology.

While there is support for Active Pens in the Chrome OS (Operating System) and you can pair the Dell Premium Active Pen via Bluetooth, there is no general or specific application in Chrome that supports the function of the top button on this Pen. Unfortunately, this is a limitation of the support for some peripherals in Chrome.
Note: Google has no plans to create an application to support the top button. Dell specifically calls this pen out as a Microsoft compatible device and has no current plan to develop Chrome applications to support this device.
