Symptoms

Phones and tablets that are connected to a Dell Latitude Chromebook laptop do not charge when the laptop is powered off

 

If the laptop is powered off with only the battery installed and the AC adapter unplugged. Plug in a tablet or smartphone using a Type-C connector and press the power button to turn the laptop on. The mobile device does not charge while the laptop is turned off and does not start to charge once the laptop is turned on.

Note: This issue is only seen to happen on type-c devices with Dual Role Power (DRP). Dell Tablets and Huawei/LG/Samsung phones show the issue. Whereas Sony/ Nokia phones do not show the issue.

Cause

This is an example of the laptop working as designed. It does not charge on Battery only, or while the laptop is powered off.

Resolution

You can resolve the issue by plugging in the AC adapter and disconnect and reconnect the mobile devices Type-C connector while the laptop is awake. Charging begins on the device.
