Symptoms
The Dell E810-CQDA2 DPN:85F8F and DWNRF equipped with the FR1 transceiver DPN:PJ62G fail to establish a connection.

Cause
It is expected behavior that E810-CQDA2 does not support transceiver DPN# PJ62G, as the maximum power consumption of transceiver DPN# PJ62G is 4W, exceeding the power supply limit of each port on the E810-CQDA2 device, which is 3.5W.
Dell has removed the module DPN#PJ62G from the NIC DPN#85F8F's supported list in the document 'PowerEdge Server Adapter Matrix'.
Resolution
E810-CQDA2 does not support transceiver DPN# PJ62G. Use another transceiver that is compatible with E810-CQDA2.
