Is the warning message power surge on the USB port showing on-screen? Do you see it whenever you attach an external device to your laptop through the Dell USB-C Mobile Adapter (DA300)? The external device can be seen in Device Manager, but it malfunctions.
The default setting for a Type-C Connector Power option is 7.5 W on some Dell mobile platforms. Attaching an external device through the adapter may exceed the power limitation. This causes the symptoms that you are seeing. Not all hard drives, solid state drives, or optical drives can be supported over the DA300. The power requirement of the external device may exceed the power limitation of the port.
You must connect a power supply or the AC adapter directly to your laptop if your Dell laptop is limited to 7.5 W over USB Type-C. However, on other laptops Dell offers a BIOS power option for the Type-C Connector. You can change the power output of the type-c connector from 7.5 W to 15 W.
