ADFS issue
Resolution
Check the state of the ADFS infra VMs within the Azure Stack.
For this issue, we rebooted both ADFS infrastructure VMs within the Azure Stack to get the Portal access back.
Restart of the ADFS infra VMs also resolved the warning for Azure Stack Privileged Endpoint Service Fabric Cluster in the AzureStack validation report.
