User sees the jobs as still running which should not be.
Navigate to AppSync GUI > Copy Management > Service Plan.
Click on the Service Plan > then go to Events.
Look for the timestamp when it last ran. It should either be failed or successful.

Cause
When a service plan is active and the AppSync Server service is restarted, ideally all the in-progress service plan phases should be marked as completed and status set as failed.
However, due to a software issue, the starting phase that keeps track of all other phases of the service plan may not be marked complete, resulting in this issue.

This is fixed in the next release i.e. AppSync 4.3. You need to upgrade the AppSync. 4.3 release note shows the below:
