Resolution

Run the following commands to reinstall libltdl.so.7
# sudo yum provides */libltdl.so.7

# sudo yum reinstall libtool-ltdl-2.4.6-25.el8.x86_64
NOTE: If this fails with 'Errors during downloading metadate for repository' it is likely that the server cannot directly access the online repository, it may be necessary to manually download and install 'libtool-ltdl-2.4.6-25.el8.x86_64' Engage with your Linux system administrator to ensure the package is installed correctly.

Afterward check that nsrlic -C works correctly, the output should look similar to:
# nsrlic -C
License is unserved
'NETWORKER_CAPACITY' is supported with a count of 600 TB
NOTE: The license returned may be different; however, the command should return the valid licensing information configured for your environment.
